🇪🇺 EUR.1 and origin of goods
Certificate of preferential origin (EUR.1) and the approved-exporter declaration — with CN 2026 tariff codes, origin rules and the documents we prepare for customs. Data is based on our records and issued invoices.
📘 What EUR.1 is
The EUR.1 movement certificate proves the preferential origin of goods. The buyer presents it to their customs office on import and thereby claims 0 % or a reduced customs duty under the agreement between the EU and the country of import. It is not the same as a non-preferential certificate of origin (for banks, quotas or marking).
🕒 When it is required — and when an invoice declaration is enough
| Situation | Evidence |
|---|---|
| Export to a country with a preferential agreement with the EU | the buyer claims a reduced or zero duty |
| Consignment value up to EUR 6,000 | an invoice declaration signed by any exporter is sufficient |
| Value above EUR 6,000 without PIZ | an EUR.1 certificate validated by customs is required |
| Value above EUR 6,000 with PIZ | the exporter issues the invoice declaration itself (no validation per shipment) |
| Small packages up to EUR 500 and personal luggage up to EUR 1,200 | no proof of origin is required |
| Supply within the EU | no proof of preferential origin is required (no customs duty) |
✍️ Who prepares it, who validates it and how long it is valid
- The exporter or its representative prepares it (we prepare the form, invoice, packing list and origin data).
- Validation by the Financial Administration (customs) — field 11 of the certificate; validation is on paper; the Chamber of Commerce has no role for EUR.1.
- FURS e-Carina (SIAIS) is used for the export declaration; the EUR.1 certificate itself is not issued electronically.
- Validity: 10 months from the date of issue (revised PEM rules).
- It may also be issued retroactively (marked “ISSUED RETROSPECTIVELY”) for unintentional omissions or errors.
- The certificate must travel with the goods so that the buyer can use it on import.
🏅 PIZ — approved exporter
PIZ is the simplified procedure for proving origin (FURS Instruction 5/2016): the holder may itself issue the declaration of origin on the invoice regardless of the value of the goods, avoiding validation for every shipment. It is not a customs agent and not a stand-alone customs authorisation.
- The authorisation is issued by the Financial Office Celje (decision; time limit 120 days).
- Authorisation number: SI / <number> / <year (2 digits)> — e.g. SI/123/24; it is stated in the text of the invoice declaration.
- Customs and tax representatives cannot be approved exporters.
- The holder keeps records and retains documentation; control after 6 months, then every 3 years.
- The invoice declaration is used for exports to preferential countries; the PIZ number is not stated on the EUR.1 certificate itself.
🌍 Origin of our products — how we prove origin (example)
SKOVELA machines are manufactured in Slovenia and count as goods originating in the EU, because all incorporated non-originating materials undergo a change of tariff heading (change-of-heading rule). The data is shown in the bill of materials.
Example for a typical machine. The specific bill-of-materials figures (items and values by origin) are business data and are disclosed to the buyer on request for EUR.1 or in the protected customs folder (code access via sales).

📦 Export practice — how we handle exports outside the EU
For every shipment outside the EU we check whether a preferential agreement with the EU applies to the destination country and prepare the appropriate evidence (EUR.1 certificate or a statement by the authorised exporter on the invoice). We mainly export to the Western Balkans and to other third countries.
We do not publish customer or document counts by country — that is business data; it is available in the protected customs folder (code access via sales).
Our products and their tariff codes: T 0117 (CN 7318 — hooks and pins), T 0077/T 0078 (CN 3916 — profiles), U 0004 (CN 7212/7216 — galvanised profiles), T 0174/T 0175 (CN 8302 — fittings), S 0465 (machines and assemblies).
